WHO CAN REGISTER FOR THE CTD PORTAL?
- The CTD Portal is for Title Companies, Title Insurance Providers, or direct Settlement Companies to obtain Tax Certificates for their closings in an ‘on-demand’ platform.
WHAT DO I NEED TO DO TO OBTAIN ACCESS TO THE PORTAL?
- Portal access is governed by a Subscriber Agreement with an annual subscription fee. Please reach out to ctdportal@elpasoco.com to request a copy of the agreement if you are a qualifying company.
- Once the County is in receipt of a completed Subscriber Agreement and the annual subscription fee, account access will be provided within 48 hours of depositing the check.
ARE THERE ADDITIONAL COST ASSOCIATED?
- There is an initial setup fee of $500, which includes two users.
- The annual renewal fee is $500 and is billed every August.
- Additional users (above the two base users) can be authorized for $50.00 per user
- Tax Certificates are billed at $10.00 per certificate.
WHY IS ACCESS TO THE PORTAL RESTRICTED FROM THIRD PARTIES?
- Not all property records are public record.

The State of Colorado acknowledges that certain professions may necessitate an enhanced level of anonymity due to the increasing availability of information online. Eligible property owners have the option to file for a privacy block, which restricts the distribution of their ownership information through electronic channels, except for authorized Title Companies or Title Insurance Providers.
- Restricting access to this portal to qualifying companies enables the County to comply with state-mandated protections while still facilitating the convenient, on-demand production of tax certificates.
WHAT IS ON A TAX CERTIFICATE THAT I CAN'T SEE ON YOUR WEBSITE?
A Tax Certificate will:
- Reflect the current status of the property taxes, including any future-billed Special Assessments. The website will only reflect the current billing cycle’s information and does not always reflect prior years’ or future years’ balances.
- When signed by the treasurer, such a certificate, showing payment of all taxes due and the redemption of all outstanding tax sales, shall be conclusive evidence for all purposes and against all persons that the parcel of real property or mobile home therein described was, at the time, free and clear of all property taxes due to the county.
- Any loss resulting to any person from an error in a tax certificate issued by the Treasurer shall be paid by El Paso County.
I'M A THIRD PARTY- HOW CAN I OBTAIN A TAX CERTIFICATE?

- Please include the $10.00 document fee with any Tax Certificate requests. Requests received without payment will not be processed.
